29 Philly cops on the secret ‘do-not-testify’ list revealed

A contested, secret ‘do-not-call’ list of 29 Philadelphia police officers that former District Attorney Seth Williams instructed prosecutors to not let testify in court was released by judicial order this week.

The list of officers accused of various types of misconduct ranges from officers who are facing active criminal charges and were fired, to those acquitted of charges and reinstated, along with some listed for unknown reasons.

The list was secretly maintained under the ex-DA, and it was released by the courts after attorneys with the Defenders Association of Philadelphia filed motions demanding the list be released. Specific reasons are not clear for every officer on the list, and new DA Larry Krasner is not taking a stance on the credibility of the list, they said.

“This list was compiled and maintained by a previous administration,” said Ben Waxman, spokesman for DA Krasner, in a statement. “We do not endorse the legal or factual validity of the information contained in the document. We also do not endorse any positions taken in regard to disclosure or non-disclosure of information contained in the document.”

The Philadelphia Police Department is not commenting on the list. Neither is the Philly Fraternal Order of Police.

Here are the 29 officers on the list, originally published by the Inquirer, with some additional details from public records.

-Sgt. Michael Spicer
One of six former narcotics officers acquitted by a jury of charges that they had robbed drug dealers. All had been fired but were reinstated through the arbitration process.

-Michael Long
Fired after being charged with animal cruelty for allegedly abandoninghis pit bull, Cranbery, in the Wissahickson, Long is currently awaiting trial on the charges.

-Kevin Klein
Fired after being charged with allegedly driving drunk while off-duty, crashing his car and threatening bystanders with his service pistol.

-Emmanuel Folly
Fired after being charged with alleged possession of child pornography.

-Ryan Pownall
Fired for allegedly violating departmental policy when he fatally shot David Jones in the back as he fled after a traffic stop.

-Adam Soto
Fired after being charged with alleged involuntary manslaughter for striking and killing pedestrian Danny Dimitri while speeding.

-Reginald Graham
Graham, who is retired, was involved in the 2007 arrest of Meek Mill, currently incarcerated. Lawyers appealing Meek’s sentence have claimed that Graham beat up the rapper and lied about Meek’s arrest.
