Sources told ABC that an almost 200-page Department of Human Services file of Xavier Johnson read like a “horror show.”
Johnson was recently accused of murdering 20-year-old Jimmy Mao. The two lived together at the same foster home, located within the 5800 block of Angora Terrace.
ABC reports that Johnson allegedly choked and stabbed Mao in his bedroom, then shoved his body into a duffel bag and tossed it down a hill in late December.
Officials discovered Mao’s body last week.
Johnson was a suspect in Mao’s death but was still placed in the care of Renee Gilyard, the mother of a Philly PD officer.
Within three days, Johnson had killed Gilyard — her body found dead and bloodied in her bathtub at her home. The family discovered the body.
The DHS spoke to reporters on a conference call regarding how Johnson was placed in Gilyard’s case. They cited privacy laws.
DHS said that they outsource foster placement to a few third-party agencies and that they are notified of the criminal history of the juveniles they place, which is supposed to be provided to potential foster parents.
A source told ABC that Johnson’s file allegedly said he should have been in a secure state facility.
Johnson,17, has been arrested for almost half a dozen assaults. The teen also allegedly has a history of threatening the lives of staff at facilities and others in group homes.
