Afternoon headline roundup: Is Philadelphia dying?

It’s a fairly slow news day in the city of brotherly love, but here are some of this afternoon’s top talkers.

>> The Daily Beast ponders a question we’ve all most likely asked ourselves at one point or another: Is Philadelphia dying?

>> Councilman Jim Kenney is in hot water after admitting in a Daily News report that he pays social media firm ChatterBlast $28,800 in taxpayer dollars to manage his Twitter account. Though he is the only Council member to contract the duty to a firm, an accompanying graphic shows that many others on the legislative body enlist staffers to help tweet.

>> Police are looking for the family of a still unidentified young man between the ages of 17 and 20 who is in critical condition after he was the victim of a hit-and-run in Tacony last night, NBC reports.

>> More problem’s plague the city’s current system of property taxation as the state grants the appeals of 2,000 property owners who argued that the percentage of market value on which the tax is based is too high, according to CBS. Officials from the Nutter administration say that the ruling makes the move to the proposed Actual Value Initiative based on full property assessment values even more urgent.
