PHILADELPHIA. The United States Postal Service wants to go to 5-day delivery to address “unprecedented volume declines and a projected $238 billion shortfall during the next decade.” That didn’t stop City Councilwoman Jannie Blackwell from offering a resolution, which council approved, to oppose such a move.

“A lot of people are lobbying in favor of it, so we need to let the community, as well as management, know how important this is to our customers,” said Gwen Ivey, president of the American Postal Workers Union local branch.
