NETHER PROVIDENCE – A Delaware County mother accused of duct-taping her toddler to a chair is being held without bail, police said Thursday.
Caira Ferguson, 21, of Chester Township, was charged by police on Wednesday with false imprisonment, unlawful restraint and endangering the welfare of children, days after she showed them the disturbing photo on her cell phone as part of an identity theft claim.
Authorities alleged Ferguson confessed to binding and gagging her daughter with tape.
