Police post hour-long surveillance video of controversial arrest

The Philadelphia Police department has posted a one hour and five minute long video taken by surveillance cameras near 15th Street and Girard Avenue after a high schooler said he was abused by police during an arrest on Tuesday, Jan. 7.

The high schooler who was arrested, Darrin Manning, 16, said a female police officer squeezed his genitals so hard she ruptured one of his testicles during the arrest.

That officer has since been put on desk duty pending review of the incident.

Police posted the unedited footage on Friday.

The rotating surveillance camera recorded parts of the incident, but not the complete arrest.

At about 10:22, approximately 1:55 p.m. on Jan. 7 in the surveillance video, a group of teens can be seen fleeing down Girard Avenue as a police van follows them.

At about 13:20, police can be seen pinning a teenage male to the ground.

In the minutes afterward, multiple police vehicles block the intersection until about 2:13 p.m., when the vehicles disburse.

Manning has said that he and basketball teammates were on their way to a game when they were stopped by police.

Police said the teens were wearing ski masks and fled police, but Manning said they were just wearing scarves, the Daily News reported.

His mother said that the day after the incident he required emergency medical care and stayed overnight at Children’s Hospital of Pennsylvania.

Manning, a student at Mathematics, Civics & Science Charter School, is now being championed by local community groups, including the Pennsylvania Chapter of the National Action Network (NAN).

The NAN is asking the U.S. Department of Justice and District Attorney Seth Williams to investigate.

They are also planning a rally on Thursday afternoon.

There is no information yet on whether Manning’s mother, Ikea Coney, has filed a complaint with the Philadelphia Police Department at this time.
