Police have arrested the 16-year-old mother of a six-month old child who nearly drowned in a West Philadelphia bathtub Sunday night.The woman reportedly left her son in the tub when she heard an argumentin another part of the house. When she returned, she found himunderwater and unresponsive. Medics were able to restore the child'svital signs and he was taken to CHOP in critical condition, where heremains.The mother is charged with endangering the welfare of a child andreckless endangerment. Her identity will not be released due to herage.
