Police said a man was taken into custody Wednesday night after allegedly shooting someone to death and stealing a pair of bicycles in Southwest Philadelphia.
Officers were called at around 10 p.m. to the corner of 66th Street and Dicks Avenue in the Elmwood neighborhood, where they found a 19-year-old man who had a gunshot wound to his throat, authorities said.
He was rushed to Penn Presbyterian Medical Center, where he died a short time later, according to the PPD. Law enforcement officials identified him Friday as Russell Williams Jr.
Investigators believe the gunman, minutes before the killing, had stolen a bike that was on the rack of a SEPTA bus at 64th Street and Lindbergh Boulevard. After the shooting, he is accused of robbing a second person of their electric bike, police added.
Authorities tracked the suspect, a 19-year-old man named Zaamir Harris, to the area of 84th Street and Bartram Avenue, near Philadelphia International Airport, where he was arrested. He was found in possession of a gun, investigators said.
Harris has been charged with murder, firearm violations, robbery, theft and other offenses, according to court documents. Records show he is being held without bail at Curran-Fromhold Correctional Facility.
Through Jan. 31, 10 individuals had been murdered in Philadelphia this year, down from 18 on the same date in 2025, according to police data.
