If the Flyers offered to provide around $4.5 million, they would retain Hart's rights. As they aren't making an offer, it's likely that the goaltender will no longer a Philadelphia Flyer.
Chris Johnston reported that NHL rights have not changed for all the Canadian World Juniors players who have been suspended. While the NHL and NHLPA discussed changing the status of those players treated as the legal process is playing out, it seems the Flyers wanted no part in pursuing that option.

What happened to Carter Hart?
Less than a year ago, Hart was the face of the orange and black due to his dominance in the net. The Flyers thought they had found their franchise goalie. Unfortunately, to everyone's surprise, the tragic news about Hockey Canada got out, and it was confirmed that Hart was one of the names accused of sexual assault. While there has been no date set for trial, and Hart's Lawyers released a statement about his innocence in January, "We act for Carter Hart and confirm he has been charged with one count of sexual assault. He is innocent and will respond fully to this false allegation in the proper forum, a court of law."
The Flyers are ready to move on
Philly is seemingly going with Sam Ersson this season to start in the net again. Ersson took over after Hart's sudden leave in late January.

While there is no set news for what's next with the Canadian world junior team, the Flyers are still on time. It could take years for a trial to start.
