Philadelphia police have arrested the mother of a 2-year-old boy rescued from the roof of a row home in the Frankford section of a city, along with the mother of a 1-year old boy whose child was trying to climb out on the roof from a window.Cleaira Bell, 22, the mother of the 2-year-old was charged with endangering the welfare of a child and reckless endangerment.The mother of the 1-year-old is 17. She was not identified by police because she is a juvenile. She faces the same charges.Police and fire crews were called to the 4700 block of Leiper Street Monday afternoon after neighbors saw a toddler on the roof of a rowhome.Police forced entry into the 3rd-floor apartment where they confirmed that the children were home alone.Both moms arrived home as while the police were there. The boys were taken to St. Christopher’s Hospital for observation.
