One person was killed and four others were injured in a mass shooting — or series of shootings — that occurred during an outdoor party late Sunday night at a Philadelphia Housing Authority development in Northeast Philadelphia, police said.
The violence marked the second time in less than 24 hours that shots had been fired at Hill Creek Apartments, a 334-unit housing complex located near Adams and Rising Sun avenues in the Crescentville neighborhood.
Philadelphia police officers stationed along Adams Avenue heard gunshots at around 11:50 p.m. Sunday, authorities said. Three victims were discovered on or near the 500 block of E. Hill Creek Drive, according to investigators.
Law enforcement officials said one of them, a male, was shot in the back and rushed to Temple University Hospital, where he died at around 12:15 a.m. Monday. The PPD identified him Tuesday as 19-year-old Machi Rawls.
An 18-year-old woman sustained a gunshot wound to her shoulder, and a male was shot in his shoulder and thigh, police said. Both were listed in stable condition at Jefferson Einstein Hospital.
Two other gunshot victims ran into a nearby building on the 5500 block of N. Hill Creek Drive, investigators said. A 16-year-old boy was shot in his ankle, and a 45-year-old man was struck in the arm, according to the PPD. Both were hospitalized with nonlife-threatening injuries.
PHA, in a statement, said "preliminary information indicates that multiple shootings occurred during the gathering," which the housing authority described as "an unauthorized 'pop-up' party."
"Our thoughts and prayers are with the victims, their families, loved ones, and all those affected by this senseless act of violence," PHA added, in the statement. "The safety and well-being of our residents remain our highest priority, and PHA is making supportive services available to residents who may be impacted by this tragedy."
Authorities have not commented on a potential motive, and no arrests were made in the immediate aftermath of the shooting. Anyone with information is asked to call or text the police tip line at 215-686-TIPS (8477).
The mass shooting followed a disturbance that happened at around 2:45 a.m. Sunday on the 500 block of E. Hill Creek Drive, also within the confines of the same PHA complex.
PPD said its officers were called to help housing authority officers who had followed what they believed to be a stolen vehicle into the Hill Creek Apartments neighborhood. A large crowd formed, and someone jumped on top of the PHA police cruiser and vandalized the vehicle, according to law enforcement.
As police began dispersing people, a man in a surgical mask fired multiple rounds, investigators added. The bullets hit two parked cars, but no one was hurt, according to the PPD.
Three men in their 20s were cited for disorderly conduct during the course of the altercation, officials said.
Through July 12, 93 individuals had been murdered this year in Philadelphia, a decrease of 23% compared to the same date in 2025, according to police data. The number of gunshot victims is also down nearly 35%.
