A 59-year-old man was under the influence of drugs or alcoholwhen the car he was driving slammed into an off-duty Philadelphia police officer who was riding his motorcycle Sunday.Related: Police ID suspect in hit and run suspect that killed toddler.Louis John Vogwill was charged Monday with involuntary manslaughter, vehicular homicide and homicide by vehicle while under the influence of a controlled substance for a crash that killed Officer Lamar Poole, an 18-year veteran of the department.Poole, who wasassigned to the 12thDistrict,died Sunday at Aria-Torresdale Hospitalfrom injuries he sustained from the crash.Police say both vehicles were crossing Roosevelt in opposite directions when Vogwill made a left turn, pulling in front Poole's motorcycles.Related: One dead, dog missing in Juniata Park hit and run.Vogwill left the scene but was followed by a tow-truck driver that witnessed the accident.Poole's death was the second off-duty crash that killed an officer in August.
