Police announced Monday that Jeffrey Bowen, 30, has been charged with the murder of Kelly Hepft, 39.
Bowen, of the 300 block of East Erie Avenue, was first arrested March 24 around 11:30 a.m. after officers were flagged down by pedestrians near the 4700 block of Frankford Avenue.
Officers went to the rear yard, where they “observed a human foot buried in the soil,” according to the police report.
Bowen was standing nearby when officers arrived, fled and was tased by officers who arrested him.
Hepft’s corpse, wrapped in black plastic bags, was later exhumed from the soil.
The cause of death was determined to be “multiple stab wounds to the head, neck and chest,” police said.
Bowen is now charged with murder, robbery, theft, abuse of corpse and related offenses.
