The Philadelphia Housing Authority hired David A. Northern, Sr. as its executive vice president of housing operations, the agency announced today.
Northern will oversee PHA’s public housing programs, including conventional developments, scattered site housing and tax credit sites. His annual salary is $155,000.
Northern served as the executive director and chief executive officer of the Lake County Housing Authority, which incorporates Chicago’s northern suburbs, for 11 years, according to a news release.
Former Executive Director Carl Greene, who was fired in September 2010, settled a federal lawsuit with the agency in early February for $625,000. PHA Commissioners tossed Greene after learning their executive director settled multiple sexual-harassment complaints against him without telling the agency. Greene claimed the termination came without due process. The PHA paid $1 million to settle complaints made by four women.
