NORTH PHILADELPHIA – A former Temple University eye doctor has been charged with allegedly scamming health care insurers out of $3 million, authorities said.
Dr. Joseph Kubacki, 61, the former chair of the Ophthalmology Department at Temple’s School of Medicine, allegedly filed false claims for patients he had not seen from 2002 to 2007. If convicted, Kubacki faces prison time and large fines.
