Democratic Party rules say ward leaders must live in the wards they represent. A City Paper investigation finds that three of them don’t comply. It had been four, but former City Council president Anna Verna resigned her post last week.
When asked about discrepancy, two of the ward leaders said there was a new set of rules — without the residency requirement. No dice, say others in the party and city government.
