Actually on budget deadline?

State lawmakers last night appeared on the verge of passing a budget by the July 1 deadline for the first time in eight years. Major complaints last year were about the 100-day delay, but the big problems this year are cuts to services like libraries and state parks. The $28 billion budget, which went to the governor last night, contains only a small increase from last year.
