A man who, law enforcement officials believe, was spotted on surveillance footage urinating on the front steps of a Northeast Philadelphia synagogue before flipping off the camera that caught the lewd act has turned himself into police.
According to police, Sheidali Dzhalilov, 23, of the 2100 block of Hoffnagle Street, in the city’s Rhawnhurst neighborhood, turned himself in to Northeast Detectives on Tuesday, at around 7 p.m.
Police said that Dzhalilov has been charged with ethnic intimidation, indecent exposure, institutional vandalism, desecration of objects, open lewdness, harassment, and disorderly conduct.
Law enforcement officials believe that Dzhalilov is the individual who was caught on camera at on Sunday, Aug. 15, urinating in front of the doors of Congregation Beth Solomon located at 198 Tomlinson Road.
